Sharing knowledge and experience among people over the Internet is extremely important for the future global society. The Internet speed is getting higher and higher and more people are connected for sure. However, the people with higher demand for learning sometimes need more help in connectivity. We need to design the content and environment to serve such a diverse learners to offer the learning opportunity for all. The University can play an important role in the scheme. I would like to share some experience in SOI Asia project on behalf of our team.

Education has gone through some transformative changes since the introduction of Massive Open Online Courses (MOOCs). The impacts of MOOCs go beyond just the offering of courses and content. MOOC platforms allow vast amount of data to be collected on the study patterns of students from around the world. Learning analytics on MOOCs allow teachers to better understand how students learn and how the delivery of teaching and learning can be improved for students with diverse cultural and educational background.

Technology-enhanced learning (TEL), and MOOCs in particular, build on the idea that a learning environment can be scaled up to global proportions and easily used across cultures. Problematizing this perspective, MOOCS may have different appeal and impact in different cultures and hence, require culture-sensitive instructional design. On one hand, traditional educational approaches may be insufficient and ultimately disenfranchising, but novel approaches to learning and instruction on the other hand, building on engagement in complex tasks and argumentation, may pose high thresholds and requirements for online learners of different cultures. A synthesis of this debate may be offered by co-designed socially approachable, well-structured online learning arrangements as will be discussed by Armin in the panel.

The presentation will be focusing on the MOOCs initiatives in higher education in Malaysia, especially among the public universities. The launching of Malaysia MOOCs by the Ministry of Higher Education in 2014 has sparked interest especially among students and educators of higher learning institutions in the country. As such, this presentation will cover the background of the initiative, the regulation and policy involved, the guidelines for MOOC design and development, as well as some early research findings on the impact of this initiative.
